Emergency Governance Initiative: Scoping Survey
Dear members,
Since 2020, United Cities and Local Governments (UCLG), the World Association of the Major Metropolises (Metropolis), and LSE Cities at the London School of Economics have been identifying implications for urban governance in addressing complex emergencies at the city and regional levels through the Emergency Governance Initiative (EGI). This initiative aims to gather insights on building institutional capacities for more effective urban and territorial responses to complex emergencies such as COVID-19, climate change, and social unrest, among others.
After the first cycle of publications, we are launching a new survey to collect the experiences of local and regional governments around the world, and better understand their priorities, to guide the content of future EGI research projects.

For this Initiative's work to be relevant and inform on the challenges faced by local and regional governments, this survey aims to investigate the institutional dimensions of local, rapid, and radical action in response to complex emergencies. The survey tackles governance and coordination, finance, public service delivery, and democratic practices implemented by local and regional governments to respond to emergencies.
We kindly ask for the support of the local and regional governments and their national associations from all countries. Your support and answers will be critical for knowledge and experience sharing so as to produce research that truly responds to the needs, aspirations, and priorities of local and regional governments regarding local governance challenges in times of complex crises. We would be grateful to the UCLG Sections for supporting the dissemination of the survey and gathering of information.
