UCLG 2024 World Council
Programme and registration
8-10 October, The Hague, Netherlands
Dear members,
We are pleased to confirm that the 2024 World Council will take place in The Hague on 8-10 October 2024, at the kind invitation Mr. Jan Van Zanen, Mayor of The Hague and Member of UCLG Executive Presidency, and in coordination with the Association of Dutch Municipalities (VNG).
Under the theme, “A New Peace Agenda for Future Generations”, the Council will be organized in the framework of the celebrations that The Hague is ha-ving this year on the occasion of its 125th anniversary as International City of Peace and Justice, which coincides with the celebration of the 20th anniversary of UCLG in its current shape.
PROGRAMME
You can already consult the general programme of the World Council. Please note that there might be up-dates in the coming weeks.
The statutory track will be organized as follows:
- Meeting of the Financial Management Committee, in-person and by invitation only, 8 October
- Meeting of the Committee on Statutory Affairs, in-person and by invitation only, 8 October
- Business session of the Executive Bureau, held in a hybrid format, 9 October
- Business session of the World Council, held in a hybrid format, 10 October
The Plenary Opening will be celebrated on 9 October, after the Executive Bureau.
We would also like to highlight that the UCLG Municipal Peace Talks will be held on 8 October, including a Plenary Session on “Building the New Peace Agenda for Future Generations” and two workshops, namely: “Fostering a culture of dialogue” and a peer learning event, organized by The Hague Academy, with the support of UCLG.
The three days of meetings will also see the celebration of some Policy Debates.
REGISTRATION
We invite each and every member of your delegation to confirm attendance to the World Council, be it in-person or online. You can fill in the registration form by 4 October 2024.
LOGISTICAL INFORMATION
You will find below an overview of the main logistical information available up to date.
IMPORTANT: VISA
Our hosts have informed us that the process to obtain a visa (including obtaining an appointment at the relevant embassy or consulate) can be quite lengthy. We very much recommend that you start this process as soon as possible.
Please note that for your visa application at the Dutch Embassy or Consulate in your country, you will need to be able to communicate the following documentation:
- Travel itinerary (flight tickets)
- Hotel reservation
- Invitation letter
To obtain a personalized invitation letter, we invite you to fill in the form prepared by our hosts, and send it, along with a copy of your passport, to vngi-events@vng.nl ; finn.speulman@vng.nl, copying uclgexbu@uclg.org.
MEETING VENUE
The meetings of the World Council will be celebrated at World Forum The Hague.

HOTELS
Our hosts in The Hague have blocked a limited number of rooms in three hotels at a negotiated rate:

Please note that these rooms will only be blocked at the negotiated rate until the first half of September.
TRANSPORT
The transit options from Amsterdam Schiphol Airport to The Hague can be consulted on the airport website.
There is a direct train service from the Airport to The Hague. Trains depart every 10-15 minutes. The journey takes about 30-45 minutes and costs 9.80€. Tickets can be bought online or on the spot.
UCLGMeets and online participation
The space dedicated to the World Council will be available in the coming weeks. This will be where you will find the more detailed, up-dated programme of the different sessions. Once ready, the resources and documents for the meetings will also be uploaded, as well as the Zoom connection links for the hybrid meetings (a few days before the actual meetings).
