UCLG is renewing its governing bodies
6th UCLG World Congress, 11-15 November 2019, Durban (South Africa)

 

Dear members of UCLG,
 
You are the drivers of the World Organization, representing the broadest expression of a century-old international municipal movement, and it is this broad participation across the organization that is vital to our continued success. Our vision, visibility and capacity to convey the local and regional vision internationally is in your hands. We invite you to familiarize yourself with the electoral process, and consider your own place within the movement.
 
As you know, this year will see the renewal of the governing bodies of our Organization, which will be elected for a three-year term at the 6th UCLG World Congress on 11-15 November in Durban (South Africa). The electoral process for the governing bodies is managed by the UCLG sections, in close coordination with the World Secretariat.
 
 
WHO CAN PRESENT A CANDIDATURE TO THE GOVERNING BODIES
 
According to article 7 of the Constitution, UCLG membership is open to two types of local government members:
  • Cities and individual local governments
  • National local government associations
Only members up to date with the payment of membership fees are eligible.
 
 
ELECTORAL PROCESS: WHO ELECTS WHO
 
Elections for the World Council and Executive Bureau shall be carried out in each defined world region. Where a Regional Section exists within a defined world region, it shall have responsibility for coordinating the electoral process and for liaising with the Committee on Statutory Affairs.
 
The World Council, composed of 342 members, is appointed by the General Assembly from the list previously agreed and recommended by the Committee on Statutory Affairs at the advice of the Sections.
 
The Executive Bureau, composed of 116 members, is appointed by the World Council within its members according to the list agreed at the General Assembly.

KEY ELECTORAL RULES
 
The UCLG Constitution and Electoral Procedure Rules are the reference documents for the organization of elections, together with the recommendations of the Committee on Statutory Affairs.
 
Within each region, the electoral process shall be conducted so as to ensure that there is an equitable geographical balance in the overall representation from the region, including in relation to each type of local government member. Members from different countries in a region may put forward proposals for common representation.
 
According to Rule 5 of the Electoral Procedure Rules, each type of local government member shall be entitled to at least 30% of the seats in the World Council and Executive Bureau, even if its actual percentage is less.
 
Gender equality: Rule 5 also states that no gender should represent less than 30% for 2019.
 
 
CONDUCT OF ELECTIONS
          
The call for candidatures is facilitated by the World Secretariat following the instructions of the Executive Bureau, at the recommendation of the Committee on Statutory Affairs.
 
Only members officially appointed to the World Council and up to date with their membership fees have the right to vote. Should the official member not be able to attend, his/her official substitute, duly appointed to the World Council, will have the right to vote.
 
There are no proxies and therefore only members in the actual representation lists, adopted by the General Assembly, are able to vote.
 
 
CALENDAR
 
Nominations to the governing bodies must be submitted via the UCLG Sections by 15 September 2019 for the main representatives, and by 1 November for the substitutes.
 
Representatives and substitutes of the World Council and Executive Bureau will be appointed during the World Congress in Durban, on 11-15 November 2019.
