Human Mobility, Migration and Development

Dear members,
 
Migration is mainstreamed in the international agenda this year with the Global Compact for Migration (GCM) that will be adopted in Marrakech on 10 and 11 December 2018. This high-level meeting will be preceded, on 8 December, by the Mayoral Forum on Human Mobility, Migration and Development.

This Forum is an annual gathering institutionally supported by the International Organization for Migration (IOM), the United Nations Institute for Training and Research (UNITAR), the World Bank and the Swiss Agency for Development and Cooperation (SDC). Since its creation in 2014, UCLG has accompanied this Forum with the effective participation of our members.

The annual meeting aims to promote political dialogue, foster knowledge exchange and strategies to better support migrants and their inclusion while promoting sustainable development and equitable growth at the local level.

This year, the Mayoral Forum will focus "City leadership in the implementation of the United Nations Global Compact" and will be held on 8 December in Marrakech, between the Global Forum on Migration and Development (GFMD) and the adoption conference for the GCM. This space will be an opportunity to make the local voice heard, and to highlight the potential of local and regional authorities in migration governance and present the results of the Africities migration day.

Beyond the Global Compact, the Mayoral Forum aims to participate in the GFMD annual conference by highlighting the local dimension of migration through a specific participation mechanism (a mayors' secretariat) allowing local elected officials to participate in the dialogue with the states.

In addition, the Mayoral Forum could lead to an instrument which will assist in the implementation and evaluation of the Global Compact for Migration in the coming years. UCLG is working to ensure that the link between the representation of the constituency facilitated by the World Organization and this instrument is maintained.

The Mayoral Forum will produce a declaration that has been discussed and consolidated with a reduced group of cities that have been leading the work in this area. Please find enclosed a draft that UCLG is currently discussing within the framework of the preparation of the Mayoral Forum. Members wishing to contribute to this statement should submit their amendments to the World Secretariat.
