시드니시는 (주)시드니공항의 쇼핑센터건설기본초안에 대하여 시의 공식의견을 제출하였다. 시드니시는 한국의 시군구에 해당하는 지방정부이고, (주)시드니공항은 약6년전에 완전 민영화된 바 있다.

(주)시드니공항은 항공및소매관련비지니스파크건설을 위한 개발안을 일반시민들이 살펴보고 의견을 제출할 수 있도록 공개전시하고 있다. 부지는 공항의 남남동지구의 약 20헥타아르이다. 이 개발계획안에 대한 시드니시의 공식의견제출서를 첨부하니 참고하시기 바랍니다.

결론은 개발 반대이며, 시드니시는  그 이유로 다음 11가지를 들고 있다.

쇼핑센터개발계획은

1. 시드니공항기본계획에 부합되지 않음.

    Inconsistency with Sydney Airport Master Plan 2003/2004;

2. 주정부의 이 지역개발계획에 부합되지 않음.

    Inconsistency with State and local planning;

3. 1996년 공항법에 따라야 함.

    Compliance with Airports Act 1996;

4. 핵심항공용으로 사용되어야 할 부지를 비항공개발에 사용하고 특히 비항공용도에

   공항부지를 사용하는 것은 핵심항공활용이 증가에 의 대응력을 약화시킬 것임.

    Impact of non aviation development on core aviation uses and in particular

    the limitations that development of non aviation uses on airport land will

    impose on the future growth of core aviation uses;

5. 개발예정지역은 교통에 큰 영향을 미칠 것이고, 특히 인근지역에 도로에

   큰 영향을 미칠 것임.

    Implications of proposed development on traffic, and road infrastructure

    in surrounding areas;

6. 이 개발계획관련된 대중교통이 부족함.

    Lack of public transport to service the proposal;

7. 상기 비용에 대한 시드니공항공사와 연방정부의 자금지원이  없음.

    Funding of infrastructure and services and in particular lack of funding

    from SACL or Federal Government to cover these costs;

8. 그린스퀘어재개방지역에 대한 경제적 악영향을 미칠 것임.

    Economic impacts of proposed development on existing and planned

    development in surrounding areas, particularly impacts on the Green

    Square urban renewal area;

9. 핵심항공지역에 들어서는 쇼핑센터가 안전에 지장을 줄 것임.

    Security and risk assessment, particularly non secure uses in close proximity

    to core aviation areas and potential risk to patrons given close proximity of

    development site to runways;

10. 공항인근에 비항공용도로 개발하는 것은 세계의 다른 공항의 추세에 부합하지 않음.

    Inconsistency of development of non aviation uses adjacent to airports

    with trends of other airports around the world;

11. 공기의 질, 소음의 영향, 환경상의 편의시설의 측면과 같은

      환경상 악영향을 미칠 것임.

      Environmental impacts of proposed development specifically

      in terms of air quality, noise impacts and environmental amenity;
